DR CONGOLESE EXILE GOVERNMENT PLAN

PRESIDENT OKITO TONGOMO CHEF DU GOUVERNEMENT CONGOLAIS EN EXILE

I, the elected Coordinator and Chef of DR Congolese Exile government, and the present government official will make serious efforts to liberate our country, through reinstituting and enforcement of our Congolese Government in Exile.

We will present this case to the Congolese people around the globe, make our situation a priorities in our communities, and international institution for the need of a total reform and immediate change of regime, enforcement of law, regain our dignities while implementing justice for all victims of abuse imposed by the currents regime.

The title Congolese Government in Exile, has a serious challenge and create blockage for those who are participating directly and indirectly in the current denial genocide in our country.

Over ten million Congolese are forced to leave our country, due to barbaric and tyranny regimes, thousand are in prison, million women included girls are raped, politicians, students, religion leaders, angry women and anyone calling for the respect of our constitution, by the use of any strategies and mean to free our country.

Our additional role will add value, promote freedom, education and work with other, so that we can arrange a Diaspora negotiating table.

But the fact of the matter is that the DR Congolese authorities are rejecting our proposal, as the series of contact and negotiation attests.

The idea that other DR Congolese in Diaspora and some African countries friends of Kabila government would not allow us to use the title ‘Congolese Government in Exile’ is misleading.

Good points are all of them will not crack down on us if we use this title.

On the Sustenance of Congolese Refugee Settlements

The issue of the sustenance of Congolese refugee settlements is important. As far as we are concerned, we believe that Congolese refugee settlements are doing relatively well.

Of course, we can make further improvements. But what is really important is to realize that settlement sustenance is not something that is achieved by raising money alone that is by constructing some shopping malls in today’s context.

A real sustenance of Congolese refugee settlement is possible through developing cordial relations with the local people of each countries that we are seeking refuge.

The biggest problem we face in the Congolese settlements today is the lack of economic equality; some people receive too much aid; people quip that the capable ones even have sponsors for their dogs! In the near future, the important question is not how much further aid we will receive [from our donors] but whether we can ensure an equal distribution of the aid we will receive.

We cannot sustain the settlement simply by raising money; in fact if we don’t know how to use the money properly, this will endanger our sustainability.

On Congolese Diplomats

A implementation of a new procedures on the appointment of Congolese Exile diplomats in foreign countries shall be conducted; educational trainings shall be provided to them to ensure that they become sophisticated enough to advance the political cause of Congolese in the international arena.

Alliance shall be made with people of USA, UK, EU, and some African Union and DR Congolese in Congo mainly those supporting the vision and democratic activists and so on.

On Seeking Support from Non-Congolese

As far as our administration is concerned, we will seek support from any non-Congolese who’s an ardent humanist, who believes in justice. That’s the ultimate criteria.

He or she doesn’t necessarily have to be a person of religious faith, a believer, including a Congolese. Right now, because of the dominance and serious breach, most investors need different approach, those investors and countries and supporters who are sympathetic to DR Congolese freedom, progress, accountable regime and independence are being alienated.

Another, objectives of our government is that support from non-Congolese shall be expanded.

We will have support from those who are not only Congolese and Middle-Way advocates, but also from those who are sympathetic to Congolese independence.

On Sino-Congolese Dialogue

we have to make it clear here. Our Exile Government will be no Sino-Congolese dialog on the political status of DR Congo. This will end.

Our administration may conduct negotiations on other humanistic issues, such as the aspiration of our Coordinator Chef of Government to visit Congolese and Congo in the countries, refugee’s camps and other places for pilgrimage; or the desire of the Congolese in exile to meet their relatives in Congo.

But there shall be no dialogue on the POLITICAL status of Congo.

Secondly, the Congolese illegal government does not respect our views; our views are considered as dangerous and illegal for them.

It considers and calling Congolese Government in Exile a criminal organization. It considers our Coordinator and Chef of Government an illegitimacy and provocative.

The only thing that we have achieved after decades of Congolese dialogues mainly know as transition is that the Congolese illegal government summoned what it refers to as ‘a power sharing, where people involve are unelected, the outcome are the use of forces, smashing, burning and looting.’

On Staffs Resigning from the Exile Congolese Administration

We have to seriously think about the exile Congolese administration. We might face a situation one day when not just a few, but all of the staffs leave the administration.

We might even see the closure of the Central Congolese Administration, if all Congolese refugees and Diaspora decided to go back or migrate [to other countries].

Fortunately, at the moment the Central Congolese Administration exists. Although Congolese diaspora is important, that is the fact that we all live in different parts of the world, what is really important is that we have a history.

We are a nation. So, the existence of CCA is not just a matter of using all strategies to removal the current regime, plus seeking livelihood for the refugees.

Secondly, we don’t know yet where the Kabila’s illegal regime is heading.

Our recent atrocities show that Kabila might even commit a new genocide in Congolese. Therefore, Congolese establishments in UK, Europe and UAS are necessary to receive Congolese fleeing Kabila’s criminal regime, in case they commits additional mass slaughter of Congolese.

So irrespective of staffs leaving CCA, we believe the existence of CCA is necessary. There are several reasons for staffs leaving CCA. The principal reason is the inability of the administration to create a future, a vision, for them.

On Education

The present educational policy, the brainchild of our people will be reviewed and immediately reform.

This educational policy has many systemic flaws. The goal is not to create independent thinking students, but ‘moral beings,’ with overwhelming focus on ‘Congolese independence, compassion and kindness.’ Moreover, Congolese exiles live throughout the world. So a monolithic education policy is not realistic.

We have to have a system that takes into account the local realities. The driving force of our education shall not be ‘others before self,’ but resistance, which means standing up for justice.

On our cultures, Religion and Tradition

we are confident, that we will resolve this controversy, which is threatening to tear apart the Congolese community.

To us Mobutu has some good strategies on diversities, as such tribalism is a small issue, but due to the mistaken policies the current government have made it a big issue, basically we have blown it out of proportion.

Cultures, Religion and Tradition are a matter of a spirit, that below to each Congolese spirit. We can’t have a monolithic view of cultures, Religion and Tradition and religion worshippers.

We have to know that there are different types of cultures, Tradition and Religion practitioners: there are those who openly collude with our enemy, the Congolese Exile Government, as revealed by OUR RESISTANCE movement in Diaspora.

We also have to take into account that there are mischievous people harming the Congolese cause in the name of loyalty to a tribal leader, in the name of fighting the other and our country.

We have to have a nuanced, comprehensive policy that will tackle this issue.

On sovereignty, accountabilities, democracy and independence



The truth of the matter is that we are fighting for Congolese independence. So, for me the restoration of Congolese nation and sovereignty is far more important than leader or taking government responsibilities.

Our fighting is not simply about the government in Exile, we have be honest with the people.

If there are certain things that we are incapable of accomplishing, we have to be clear about it.

We have to clarify it with the public. We can’t pretend otherwise. Of course we can have a dialogue in the Diaspora on all the internal issues. But one thing that we can’t compromise upon is the goal of seeking independence.

If we are not firm on Congolese sovereignty, accountabilities, democracy, respect of human rights and independence, there’s not much use for us to fight this cause.

So we will focus on restoring the value of democracy and independence. But that doesn’t means our administration will ostracize the power.

Other Concrete Reforms

We will see the possibility of establishing Congolese Studies programs in prominent universities; we will ensure that major libraries around the world have good books on Congolese history and need for stabilities; full efforts shall be made to advance the education of young Congolese in the Diaspora and refugees, especially college graduates. Towards this end, we will make efforts to convert Congolese future education, into a work-class educational institution.

This is possible.
